The Board received an update from Dwyer Middle School highlighting the school’s strong culture, student success, and commitment to learning guided by its G.R.I.T. values: Gratitude, Responsibility, Integrity, and Tenacity. The presentation highlighted evidence of success, including recognition as a California Distinguished School, a 2025 California PBIS Gold Implementation Award recipient, and a California School to Watch, along with positive academic and student support indicators across multiple areas.
Board members also learned about Dwyer’s wide range of academic programs, electives, clubs, and enrichment opportunities that support student engagement and belonging. Student leaders shared their perspectives during a Q&A segment, offering insight into the connections, experiences, and school pride.

The Board approved the District’s annual independent audit of financial statements for the 2024–25 fiscal year, conducted in accordance with California Education Code and the State Controller’s Audit Guide. The audit was submitted to the Orange County Superintendent of Schools by the December 15 deadline, with no findings reported.
The finalized audit report will be available for public review during normal business hours at the Administrative Services Office and posted on the District’s website under Administrative Services – Fiscal Services, supporting transparency and accountability in the District’s financial operations.

The Board approved the 2024–25 School Accountability Report Cards (SARCs) for all District schools, in compliance with the California Education Code. SARCs provide families and the community with an annual overview of school performance, programs, staffing, resources, and student outcomes. The reports are primarily based on data from the prior school year, as provided by the California Department of Education, which is why they are published during the following school year.
Each SARC includes information on student demographics, school safety and learning climate, academic performance, class sizes, teacher and staff qualifications, curriculum and instruction, postsecondary preparation, fiscal data, and the condition of school facilities. Copies of the SARCs are available at each school site, at the Educational Services Office, and on the District’s website, with no fiscal impact to the District.

The Board approved a compensation proposal providing a two percent (2.0%) salary increase for Management and Confidential employees, consistent with past District practice and aligned with tentative salary agreements reached with employee associations HBETA and CSEA. The adjustment is effective July 1, 2025, and applies to Management and Confidential employees, including the Superintendent and Cabinet.
The total ongoing fiscal impact of the approved salary adjustment is $163,404, supporting equitable compensation across employee groups while maintaining fiscal responsibility.
