School Report – Smith Elementary School

Smith will provide the Board with a school update on current programs, activities, and schoolwide initiatives.

Technology Device Lease – Apple Financial Services

The Board will consider approval of Schedule No. 2 to the District’s Master Lease Purchase Agreement with Apple Financial Services, supporting the continued rollout of Apple devices for students and teachers across school sites. The original Master Lease Purchase Agreement, approved by the Board on September 9, 2025, allows the District to add additional device purchases through scheduled lease agreements as technology implementation expands.

Schedule No. 2 establishes a new four-year, 0% lease for additional Apple devices as part of the District’s ongoing technology replacement and expansion efforts.

The total cost of this schedule will not exceed $711,368.59 over the four-year lease term and will be funded through Board-designated reserves for technology replacement in the General Fund.

Resolution Recognizing the Week of the Young Child

The Board will consider adoption of Resolution No. 11-25/26 recognizing the Week of the Young Child, April 13–17, 2026, as designated by the National Association for the Education of Young Children. The resolution highlights the importance of high-quality early learning experiences and celebrates the contributions of young children, their families, and the educators who support them.

Through this recognition, the District will acknowledge the dedicated professionals serving students through the Preschool Academy, California State Preschool Program, Special Education Preschool programs, and partner organizations, including First 5 Orange County Children and Families Commission, Start Well OC, and Orange County Department of Education Quality Start.

Adoption of the resolution reaffirms the District’s commitment to supporting the learning, development, and well-being of our youngest learners and those who serve them. 

Network Infrastructure Upgrade – E-Rate Switches Contract

The Board will consider awarding a contract to Vector USA to upgrade the District’s campus network equipment. This project will replace the District’s 10-year-old network switches, which help power and connect the wireless internet systems used across our schools.

Upgrading this equipment will improve the reliability, speed, and capacity of the District’s wireless network, providing dependable access.

The project is eligible for partial reimbursement through the federal E-Rate Program, which helps schools offset the cost of technology infrastructure. The estimated project cost is $1,153,756.89, with approximately 50% expected to be reimbursed through federal funding. Implementation costs are anticipated during the 2027–2028 fiscal year.

2025–2026 Comprehensive School Safety Plans

The Board will consider approval of the 2025–2026 Comprehensive School Safety Plans for all District schools, as required by California Education Code Sections 32280–32288. These plans are designed to support safe and orderly learning environments through a comprehensive planning process focused on prevention, preparedness, and response to potential incidents.

Each school’s plan includes required elements such as emergency and disaster procedures, safety training and drills, bullying and harassment prevention, discipline policies, procedures for safe campus access, and protocols for responding to emergencies or unlawful activity. Plans also address emerging areas such as opioid response procedures, instructional continuity planning, and smartphone policies.

The plans were developed collaboratively with School Site Councils or safety committees and in coordination with local law enforcement, fire departments, and other first responders. Copies of each school’s safety plan are available for public review at school sites and the District Office.

2025–2026 Tentative Agreement with CSEA Chapter 316

The Board will consider ratifying the Tentative Collective Bargaining Agreement for the 2025–2026 school year between the District and the California School Employees Association Chapter 316. The agreement has been ratified by CSEA members.

The agreement maintains the majority of the existing contract language, with updates to Salary, Holidays and Calendar, Health and Welfare Benefits, and Vacation Allowance. The agreement also includes Memoranda of Understanding addressing guaranteed bus driver hours, the School Office Manager job description and salary range, and AYSO custodial overtime.

The estimated ongoing fiscal impact of the agreement is $341,908 beginning July 1, 2025, which includes a 2.0% salary increase, increased hours for bus drivers beginning in 2026–2027, and adjustments to the School Office Manager salary range. The salary increase is also intended to be applied to classified substitute and playground supervisor pay rates beginning in the 2026–2027 fiscal year.

2025–2026 Second Interim Financial Report

The Board will review and consider certification of the Second Interim Financial Report for the 2025–2026 fiscal year, as required under California Education Code Sections 35035, 42130, and 42131. School districts are required to certify twice annually their ability to meet financial obligations for the current fiscal year and the following two fiscal years.

The report provides an update to the District’s December 9, 2025, budget revision and reflects financial activity through January 31, 2026, incorporating the most current information available from the California Department of Education, School Services of California, and the Orange County Department of Education. It also includes updated multiyear projections aligned with the Governor’s proposed 2026–2027 state budget.
